Speaker Bio (Lt. Frederick Harper)

Fredrick Harper has built a distinguished career defined by an unwavering commitment to public safety, strategic excellence, and community transformation. His professional journey began with a progressive tenure at the City of Atlanta Police Department, where he became a cornerstone of the department’s elite operations. As an Advanced Level III S.W.A.T. Operator, Fredrick mastered the complexities of high-stakes environment management, focusing on critical incident response, complex problem-solving, and the development of rigorous departmental policies. His influence extended beyond the field as an instructor, where he became known for translating high-pressure tactics into comprehensive educational curricula, facilitating training through both immersive practical exercises and academic lectures.
Recognizing the power of his specialized expertise, Fredrick successfully pivoted into the private sector, founding premier asset protection and consulting firms. Currently serving as the Chief Executive Officer of Defense and Awareness Security & Tactical Alliance Consulting, he has created a platform that does more than provide security; it fosters economic opportunity. Under his leadership, the firm has become a hub for professional development, partnering with local educational institutions to provide high-level internship opportunities for upcoming graduates, ensuring the next generation of professionals is equipped with both tactical and ethical foundations.
Fredrick’s mastery of human behavior and crisis management naturally evolved into a sophisticated coaching practice. As a Certified Associate Life Coach, he specializes in "Mindset Architecture and High-Performance Resilience," helping high-impact leaders navigate the intersection of professional pressure and personal fulfillment. This addition to his portfolio allows him to mentor others in building the mental fortitude required to excel in any arena, whether in the boardroom or the community.
Deeply rooted in the belief that success is measured by service, Fredrick remains a dedicated advocate for Georgia’s youth. He works tirelessly with the Next Level Boys Academy, providing critical diversion and early intervention strategies that offer young adults a roadmap to a better future. His philanthropic reach extends to the boardroom of Kids’ Chance of Georgia, where he helps oversee scholarships for children who have suffered the loss or serious injury of a parent in a work-related incident—turning tragedy into educational opportunity.
Beyond his tactical and executive pursuits, Fredrick is a lifelong enthusiast of the arts, a passion that led to his appointment to the Board of Directors for the City of Fairburn’s Art Advisory Council. He views the arts not as a hobby, but as a vital lens for innovation. This unique aptitude for creative thinking allows him to incorporate "out-of-the-box" solutions into his security and consulting endeavors, proving that the most effective leaders are those who can balance the discipline of a tactician with the vision of an artist.
